The Two Old Guys at the end are just the icing on the cake. My brother and I still imitate them whenever we went to heckle something our parents enjoy, which sounds more sadistic than it really is.

I have no idea -- I assumed Russian, but they're hard to make out in the clip, and it's not like I would recognize Russian anyways.
